Aha! At last, I have discovered the secret to fluffy cupcakes!
Separate the egg yolks from the whites, add about 1/4 tsp Cream of Tartar to the whites, beat with an electric beater like you're making meringue.
Also, sift the dry ingredients really well.
Works like a charm.
